Low-Cost Improvements to Express-Highway Bottleneck Locations

As funding for major transportation projects has become scarce, finding low-cost methods for reducing congestion caused by bottlenecks has become a high priority. As documented in this memorandum, MPO staff identified five candidate bottleneck locations in the region and developed low-cost improvements to mitigate congestion and enhance safety at two locations. The study provides the MassDOT Highway Division with the information and analyses necessary to start planning, design, and engineering efforts that will improve the two bottleneck locations. The study aligns with the MPO goals of reducing congestion and increasing safety on the region’s highway system. If implemented, these low-cost, short-term improvements would increase traffic safety, make operations more efficient, and reduce congestion.
