PMT Evaluation Criteria
Taken together, the PMT vision, goals, and objectives define the desired state of the MBTA´s capital facilities at a 25-year horizon. The vision articulates the role of the MBTA system in the commonwealth´s transportation network; the goals provide a concise set of customer-oriented measures that can be taken to achieve this vision; and the objectives describe more-specific actions that can be taken to achieve the identified goals.
Using the PMT goals and objectives as a guide, the MBTA developed evaluation criteria—both qualitative and quantitative—for measuring how well various proposed mobility solutions would help to achieve the PMT vision. Different evaluation criteria were developed for each of the following project categories:
- Service Enhancement and System Expansion
- State of Good Repair
