MBTA Program for Mass Transportation
The Program for Mass Transportation (PMT) is the MBTA´s long-range capital planning document, which defines the 25-year vision for public transportation in eastern Massachusetts. The MBTA´s enabling legislation requires the Authority to update the PMT every five years and to implement the policies and priorities outlined in the PMT through the Capital Investment Program (CIP), which is prepared annually. The PMT also defines the universe of transit projects that can be drawn on for inclusion in the Boston Region Metropolitan Planning Organization´s long-range Regional Transportation Plan and in its Transportation Improvement Program, through which eligible projects receive federal funding. In addition to supporting regional planning, the PMT process is being coordinated with youMove Massachusetts, the current planning effort of the Executive Office of Transportation and Public Works that will result in a statewide, multi-modal, long-range transportation plan.
Historically, the PMT has focused primarily on the identification and evaluation of potential transit expansion projects. However, because the Commonwealth has committed to funding the expansion projects required as mitigation for the Central Artery project, and because the MBTA is currently facing a $2.5 billion backlog of maintenance projects, the current PMT also focuses on system preservation projects. This will help the MBTA bring existing assets into a state of good repair, better serving customers by improving the reliability, accessibility, and safety of service.
