Coordinated Human-Services Transportation Planning – Solicitation

Project applicants for funding from the three Federal Transit Administration grant programs (Section 5310, JARC, and New Freedom) must demonstrate that their projects are consistent with the criteria and and strategies identified in the CHST Plan. The MPO solicits grant applications for JARC and New Freedom; the Executive Office of Transportation and Public Works solicits applications for Section 5310 in a separate, statewide process.

The MPO’s Transportation Planning and Programming Committee reviews all JARC and New Freedom applications for consistency with the federal program goals and the MPO’s priorities for the Boston region and selects proposals for advancement into a competitive selection process that considers proposals advanced by the five metropolitan planning organizations in the Boston Urbanized Area (UZA): the Boston Region, Merrimack Valley, Northern Middlesex, Southeastern Massachusetts, and Old Colony MPOs. The Executive Office of Transportation and Public Works conducts the competition.

The MPO completed the first solicitation for proposals to be considered for funding in the JARC and New Freedom programs on July 18, 2008. Submittals included a wide range of proposed projects demonstrating local and regional initiative in addressing the mobility needs of people with low incomes, people with disabilities, and reverse-commuters in the region. Out of the 14 proposals received, the Transportation Planning and Programming Committee selected nine to advance into the UZA-wide competitive selection process. All nine proposals were approved by the Executive Office of Transportation and Public Works and funded by the Federal Transit Administration.
