Unified Planning Work Program (UPWP)
The Unified Planning Work Program (UPWP), a document that is produced annually, describes all of the regionally significant surface-transportation planning projects expected to be undertaken in the region in a federal fiscal year. It also lists the funding source or sources federal, state, and/or local for each planning project. This document is an essential transportation-planning tool, as it spells out the ongoing planning activities, planning studies, and technical support projects that are being conducted on behalf of the MPO and provides detailed budget information about them. It also contains, in an appendix, information about regionally significant surface- transportation planning projects currently being conducted by entities other than the MPO, such as state transportation agencies or municipalities.

Once a year, a draft document is developed with the participation of the Metropolitan Area Planning Council subregional groups and the Regional Transportation Advisory Council. It is then circulated for a 30-day public-review period before being finalized. The comments received during the review period, as well as a description of the public-participation process, are included in an appendix.
