Transportation Improvement Program (TIP) – Overview
OVERVIEW • DEVELOPMENT PROCESS: HIGHWAY • INITIATION AND DEVELOPMENT PROJECT EVALUATION • AIR QUALITY CONFORMITY • PROJECT INFORMATION FORM The Transportation Improvement Program and Air Quality Conformity Determination (TIP) is an intermodal program of transportation improvements produced annually by the MPO. The TIP serves as the implementation arm of the MPO´s long-range Transportation Plan by incrementally programming funding for improvements over a four-year period. It programs federal-aid funds for transit projects, and state and federal-aid funds for roadway projects. The TIP is financially constrained: the MPO can only include projects for which funds are expected to be available. The TIP document includes a summary of the TIP evaluation process, chapters detailing projects programmed in each federal fiscal year, the region´s air quality conformity determination, the status of the previous fiscal year´s projects, a listing of the universe of projects from which the programmed projects were chosen, and the MPO´s process for collecting information on projects and evaluating them. An MPO-endorsed TIP is incorporated into the State Transportation Improvement Program (STIP), which is distributed to the Federal Highway Administration, Federal Transit Administration, and Environmental Protection Agency for certification before the end of each federal fiscal year (September 30). |
