The Boston Region Metropolitan Planning Organization (MPO) is responsible for conducting the federally required metropolitan transportation-planning process (often called the 3C—continuing, cooperative, and comprehensive—process) for the Boston metropolitan area. The MPO uses this process to develop a vision for the region and then decides how to allocate federal and some state transportation funds to programs and projects—roadway, transit, bicycle, and pedestrian—that support that vision. The MPO has identified the following eight main areas of focus for its visions and policies:
  • System preservation, modernization, and efficiency
  • Mobility
  • Environment
  • Safety and security
  • Regional equity
  • Land use and economic development
  • Public participation
  • Finance
The work of the MPO is conducted by the Central Transportation Planning Staff (CTPS) under the direction of the MPO´s Transportation Planning and Programming Committee, which consists of the MPO´s voting members and its advisory group, the Regional Transportation Advisory Council. The Planning and Programming Committee meets twice a month to provide ongoing coordination of planning work in the region. The Committee acts on behalf of the MPO and makes recommendations to the MPO when MPO action is required.

The Boston Region Metropolitan Planning Organization (MPO) fully complies with Title VI of the Civil Rights Act of 1964 and related statutes and regulations in all programs and activities. The MPO conducts a strong public-involvement program, collaborating with a wide range of interested parties on an ongoing basis.

The MPO region includes 101 cities and towns in eastern Massachusetts, predominantly within a radius of approximately 20 miles from the city of Boston. It encompasses approximately 1,405 square miles. The diverse communities in the MPO area range from relatively rural communities to the urban centers of Boston, Cambridge, and Somerville.

More than three million people live in the MPO region, and almost two million work there. Therefore, transportation solutions take into account diverse demographic, cultural, environmental, and mobility situations.
